He actually had a number of blueprints that needed crafting.
Divine Protector Sword, Neros Cannon, as well as blueprints for large mining robots and the third-generation War Giant.
The first two need to be crafted by the blacksmiths.
The latter two robots need to be made over at the Mechanical Factory by Rock.

The Dwarf Blacksmith respectfully replied, "We plan to first mass-produce a thousand sets of standardized war armor to equip the warriors.
"Then craft a batch of weapons."
Cao Xing said, "Not bad, but next, you don’t need to craft those Purple Quality weapons, just craft these two things directly."
Having said that, he took two blueprints out of his backpack and handed them to him.
Harold quickly glanced at them.
The blueprint for the Divine Protector Sword was understandable since he was quite well-versed.
But upon seeing the Neros Cannon blueprint, his eyes gradually showed surprise!

It stood three stories high, with a main framework made of sturdy Cold Iron. The massive catapult arm resembled a winding Ice Dragon, over ten meters long.
This massive tool was naturally the Frost Catapult, also an Epic Level apparatus.
Upon seeing Cao Xing, these Goblins stopped their actions and saluted him.
Cao Xing gestured and asked, "Rock, how many Frost Catapults have been made?"
The Goblin respectfully replied, "Oh! Great Lord, the Goblins have been tirelessly working day and night to craft these catapults."
"Through our relentless efforts, we have produced eleven units."
