Tide Wave Garden, although a small garden, is a Witchcraft Garden, and thus, it inevitably contains the Power of Laws within.

Angel roughly understood Rhein’s intention.

Rhein wants to bring the Tide Wave Garden, which now lacks Power of Laws, into the Wilderness of Dreams. In this situation, the risk isn’t too high, and they can test the waters.
